The Royal Shrewsbury Hospital has been undergoing modernisation for several years, with new Wards, Theatres, and Accident and Emergency units already completed. With environmental concerns at the forefront, the Trust, faced with a daunting capital upgrade programme for their energy generation, distribution and control infrastructure, has taken a bold and innovative approach: they have entered into a unique 15 year Energy Services Performance Contract under the Government's PFI programme.
Cynergin Consultants were principal to the technical design and financial modelling of a bespoke, holistic, solution combining both demand-side and supply-side energy issues, with green and renewable constituents, self-funding over the term of the contract.
Technical Solution
1. Supply Side
| Item | Rationale | Contractor or Sub-contractor |
| a. 1.0 MWe CHP using a Caterpillar gas-fired reciprocating engine. | Cogeneration of electricity and steam. | ENER·G Combined Power Ltd |
| b. Composite dual-fuel (gas/light oil) steam boiler | 900kg/hr waste heat reclaim +8000kg/hr fired section. | Beel Boilers |
| c. Steam to MPHW and LPHW interfaces and distribution system | Distribution of heat to space heating, chilling and DHW. | Beel |
| d. New MPHW distribution system | First step in site de-steaming, optimises heat use from CHP | |
| e .Stand-alone dual-fuel 8000kg/hr steam boiler | Stem supply standby and top-up as required. | Beel |
| f. 500kW absorption chiller 200kW recip. chiller as standby | Uses excess CHP heat in summer. | Carrier |
| g. 200mm chilled water ring-main | Distribution of coolth. | ENER·G |
| h. PM5 and controls | To enable an unmanned boiler house. | ENER·G |
| i. Disaggregated gas-fired Combi Boilers | Heating and DHW for remote buildings. |
ENER·G |
2. Demand Side
| Item | Rationale | Contractor or Sub-contractor |
| j. Comprehensive New BMS and controls throughout hospital | Rationalising existing systems into one modern modular model. | SeaChange |
| k. Complete lighting retro-fit including VDUs and bed-heads | T8 & high frequency combos. replacing T12 & T8 ballasts throughout. | Ecolite |
| l. Water conservation | Flow regulators, dams, and WC controls. |
3. Renewables
| Item | Rationale | Contractor or Sub-contractor |
| m. Hospital waste gasifier | Converts waste into combustible gasses for use in CHP and boiler plant with 10% ash disposable as non-toxic waste. | ENER·G |
Innovation was a key component of the Trust's selection criteria. ENER·G
Combined Power Limited was appointed main contractor and Cynergin Consultants
were retained as advisors to ENER.G
Energy and operational savings, amounting to more than £8 million, are guaranteed for the full term of the contract, which includes comprehensive maintenance and all parts and labour as necessary.
A Trust spokesperson said, "No other company was prepared to guarantee energy savings for us, and we have been able to sign the contract on the basis that the capital upgrade will be self-financing, allowing the money that would have otherwise had to be spent on these works to be applied in further improving front-line medical services for our patients. This will not only save money, but it will help protect the environment and improve comfort levels for patients, staff and visitors.”
The project has also been supported by a capital grant in excess of
half-a-million pounds from the Government’s Community Energy Programme
- administered by the Energy Savings Trust, for the Carbon Trust. It
is expected that the project will deliver an annual reduction in carbon
dioxide emissions of around 4,000 tonnes.
