Cynergin Consultants Energy Services Performance Contract (ESPC) is all about solving problems. As a result, this is a much more comprehensive approach to improving infrastructure, delivering significantly greater value, than traditional approaches to backlog maintenance in the engineering domain.

Contract energy management projects generally address 'supply-side' energy issues alone and do not deal with consumption or investment issues. ESPC addresses both supply-side and is complemented by a series of measures for 'demand-side' cost savings. The service provider estimates and guarantees the savings that will result from energy and operations, sufficient to repay the investment over time. Typically such a solution is designed to be substantially 'self-funding' by combining measures of short payback with those of little or no economic return, but which have benefit to the client.

The fundamental aim of the ESPC is to provide a source of off-balance sheet capital to modernise infrastructure, address backlog maintenance and release scarce existing capital to fund priority investments.

ESPC contracts are off balance sheet, for the public sector customer, do not attract capital charges, transfer substantial risk to the contractor, the services are VAT deductible, and fulfil all of the requirements of PFI

Lengthy, ground-breaking research and development has also enabled the favourable accounting treatment of the assets as far as the service provider is concerned. Generally, contracts are structured such that the service provider or the financier has ownership of the asset.

ESPC is targeted to address issues that face public authorities today, i.e. ageing facilities, maintenance backlog, Health & Safety issues, public quality expectations, and restricted access to capital.

Both Cynergin, and the service provider continues to be closely involved in the programme throughout the operating period. Once installation is complete, a Energy and Operations Manager (EOM), fully funded by the service provider, ensures that problems are quickly addressed should they arise and that savings are monitored, measured, proved and delivered.
